JRM has self-certified that its RPQMS Quality Management System meets the QMS principles and standards of ISO 9001 and scores well under the Malcolm Baldrige National Quality Award Criteria. JRM’s Quality Management System was developed based on the ISO 9001 standard and the Malcolm Baldrige National Quality Award Criteria. JRM’s President/CEO, Mr. Russ Moulton, a Naval Academy and UPenn Graduate and Commander in the Naval Reserves, served as a Malcolm Baldridge-trained NAVSEA IG inspector for several years, conducting IG Quality Management System reviews at various NAVSEA field activities throughout the country.
In addition, JRM has self-certified itself as CMMI Level 3, as it has determined that it’s software development procedures and configuration management tools are adequate for CMMI Level 3. Several of JRM’s developers have come from larger organizations which have obtained CMMI Level 3 and above certifications. JRM’s Senior Management believes that these tools and processes provide an efficient mix of control and process improvement opportunities to provide a high quality product at low risk, on time and within budget for our customers.

JRM’s Director of Operations, Mr. Karl Leodler, oversees all development efforts and supporting processes at JRM. Mr. Leodler is well qualified for this position, with nearly 25 years of experience in software and systems development at both ISO 9001 and CMM/CMMI Level 3 and above organizations. Mr. Leodler is also train in Earned Value Management and has over 10 years of experience with EVMS.
